The complete collection includes Wolverine #32, by Millar, Kaare Andrews and Jose Villarubia as an unrelated one-off story closing out Millar's run on the title.
When running originally in single issues, issues #20-25 had carried the banner "Enemy of the State" while issues #26-31 originally were bannered "Agent of S.H.I.E.L.D." as Wolverine took the fight back to the Hand. 3) and was written by Mark Millar, penciled by John Romita, Jr., inked by Klaus Janson, colored by Paul Mounts and lettered by Rus Wooton and Randy Gentile. The main story ran in the pages of Wolverine #20-31 (vol. Fallen heroes and villains, including the X-Men Northstar, were similarly revived as brainwashed agents for HYDRA before Fury led the heroes to stop them and restore their mental faculties. As Nick Fury and Elektra scramble to prepare after learning the Hand and HYDRA have teamed up for an impending attack on the superhero community, Wolverine resurfaces approximately one month later, reprogrammed as an unstoppable killing machine. Discovering it was all an elaborate trap, Wolverine is ambushed by the Hand and killed by the villainous Gorgon. "Enemy of the State" opens with Wolverine lured to Japan after one of Mariko's cousins is kidnapped and held for ransom.
